i ordered my set about a year ago...finally got around to installing them this weekend. is it normal that one end (that the bolt goes through) had to have both holes drilled out to 25/64 for the bolt to clearance? also the washers included did not even fit the supplied allen head bolts. (drilled them out too).

everything assembled (not tightened)

Flip your bolts 180.

Yes, some bolt holes need boring out.

And I find it hard to believe the washers didn't fit considering the parts are shipped like this:
